Ryan simply didn't make the right split second decision. You can throw it at a receiver at his feet, (In Area of Receiver), and there is no intentional grounding.
This article while accurate that the time management was suspect, just sweeps that under the table.
Before the rule change, QBs always did just that. Threw the ball high out of bounds or low at the feet and achieved the same objective as today when they are out of the tackle box.
