As their OL goes so goes the Rams' offense, Goff included. Their improvement/success, etc. offensively this year all starts there.

Goff will light it up with time to throw...no doubt.
Brady is the example of the opposite too. He's one of the few qbs who can operate efficiently when the OL has fallen completely apart. That was true of 2015, when they had an endless series of OL injuries. Brady does it through a masterful short passing game and first rate pre-snap reads.
Another qb who can handle playing behind a messed up line is Wilson, but in different ways and for different reasons.
Quite often the problems people attribute to OLs are at least in part on the qb. He has to see pre-snap where the pressure is likely to come from and either alter things at the line or respond quickly and correctly when the ball is snapped.
Last year's OL had issues, but so did Goff in terms of seeing and reacting to blitzes. That's why he had a higher sack percentage behind the same line than Keenum did.
