"Culture" in this context is a buzzword that says nothing. Or it pretends to say something--it says there's this lingering magic fairy dust thing that sticks to losing teams. So yeah it says nothing.
The reasons for losing across 3 owners, 4 GMs, and 6 coaches are entirely different in each part of that timeline.
It's not because some magic vapor clings to the walls at Rams headquarters across the years and infects everything with its curse.
And I have no idea what the empty phrase "losing culture" even means. What does it say except, yeah, they lost? For different reasons at different times.
Then, like some kind of strange voodoo hex thing, it sticks to everything and can't be changed?
It has been changed. It is probably changing again now. They need a decent coach, some players including a qb, good execution, good morale, and to avoid the team killing circumstances like extensive unit demolishing injuries (such as to the qb or the OL or both).
I can say all of that without the Merlin Magic Supernatural Force of "culture" getting involved in the vocabulary.
