First, I think that they really want to give Goff and Mannion as many snaps as they possibly can. Both to evaluate the QB's and to give the QB's a slightly better opportunity to master the new playbook and build chemistry with the many receivers. A little outside the box thinking, but I like it.
Secondly, I think that they want to use that extra saved roster slot (or two) for better examining potential depth players.
In short, they are trying to maximize every single opportunity to quickly improve this roster. Very aggressive and very refreshing.
Don't see this new staff skipping any allowed practice opportunities, know what I mean? Cough, cough.
