TWA Dome also had construction delays when the Rams moved to STL...... if I remember correctly the liquidated damages clause for missing the completion date was $1M per day or $1M per event missed after the original commit date.... I'm not sure who got paid or on the hook for those damages, since the site was in the works prior to the Rams moving to STL....
but it's a very common tale......
this one in LA could be considered "force majeure" (unforeseeable)....since mother nature caused the delay.....
