You keep talking about the full package. Can you be more specific? What do you see him needing in addition to route running and hands?
He;s just not a pure receiver. He doesn't have the instincts or mentality of a receiver. He doesn't use his body they way pure receivers do. There are things he just never does that you expect from receivers, even average ones.
Think of an Tavon catch that went for more than 10 yards. Have you ever seen him adjust to the ball in flight, physically attack the catch point if it's not right in his hands (leap, come back, dive, twist in the air, etc), have you ever seen him track a ball over his shoulder, or fight for a ball, or reach for a pass behind him, and so on....etc.etc. It has to be in front of him dropped right into his catch radius. That's not a receiver. That's more like a running back catching passes.
He's an athlete, an open field runner, a threat to score, and there are a lot of things you can do with him (see 2015). But he's just not a pure receiver.
