Well they were alike in being unknown, but Warner was in his 6th year out of college and had put in a long apprenticeship. It;s that apprenticeship that matters. Goff may take a year or 2 before he's up to the level Kurt was at in 99, meaning not their talent level or ceiling---I'm not comparing that---but their level of experience past college football.
