Velocity DOES matter.
But as I thought I said: it is only one ingredient. Accuracy probably matters more. As does throwing to the right guy at the right time.
For one thing 58 mph velocity says that the guy has arm strength. For another, velocity will determine how much distance a ball can travel with how much necessary arc to get it there (it's just physics). Goff doesn't have to throw long with a rainbow arc to get a ball deep because he has plenty of velocity.
Kurt Warner and Peyton Manning would both score low on a velocity scale but both had sufficient arm strength.
I saw that you mentioned it was one ingredient but your post title and the overal theme of your argument seem to make a case for Goff because of his velocity.
I'm pretty sure that would be the prevailing interpretation.
