Could Murray be the Rams Kirk Cousins back-up plan?

I just have to wonder why a signing like Murray?
I wonder if it is both a way to boot Goff in the butt, and at the same time to see if they can develop him in case Goff can't hack it?
Murray drafted in '14, Mannion in '15, and Goff in '16.

Nothing but a bunch of inexperienced young guys.
Mannion and Goff were inherited by McVay.
Murray he wanted. Hmmmm.
