It's just a matter of what do they value more, (A) having Johnson for 2017 and then probably a 3rd round comp. pick in 2019 or ( B ) trading him now for a 2017 pick. That pick would need to be a 2nd rounder in my opinion. In the Cowboys case they have the 60th overall pick in the 2nd round.
Unless Phillips just doesn't feel he fits the scheme I'd take option A, personally.

You neglected to mention in your option B the small matter of gaining $16.7 million in cap dollars, too. Money that could get us several more FA's to help us this year. Emphasis THIS year, not a comp pick in '19. Maybe 2-4 more FA's. Could make the difference in a playoff qualification push, you know?
Also, the fact that this is considered a stellar draft for press man CB's with which to replace TruJo is highly relevant, I think. Is the '18 class as loaded when we might be in a "must have" situation if Tru probably walks? I dunno. But I think the old saying "bird in the hand" might apply here.
I'd definitely take option B.
