The Browns are STOCKPILING draft picks. They could easily keep Osweiler simply as possible trade bait for a Sam Bradford/Vikings type panic situation. They have tons of cap space and rosters can be huge right now. They could also see him as a stop gap starter/backup for a guy they draft also. It's not like only the Texans wanted him last year. They gambled on RG3 turning it around, Osweiler is a similar gamble that also gives you a second round pick and maybe more.
