What I remember is this:
The QB coach was leaning towards Paul Justin because he had been in the system longer. Martz had not made up his mind, but was being swayed by the QB coach. Dick Vermeil decided to talk to some of the veterans on defense, and most of them raved about Warner's ability to stand in the pocket, and his quick release. Todd Lyght was a skeptic; he didn't think that Kurt would be able to hold the ball like that in an actual game.
You're mixing up different years and different people.
In 98, the coordinator (not qb coach), who was Rhome, wanted to keep Will Furrer as the 3rd qb instead of Warner. Vermeil went with Warner. Furrer had previously been with Rhome in Houston.
After Vermeil fired Rhome and hired Martz, Martz wanted Paul Justin as the #2. Justin had been with Martz at Arizona State. At that point he had never been on the Rams roster. He was a free agent and the Rams didn't sign him---Vermeil said no, Warner was the #2. Later when Green went down they traded for Justin to be the #3.
