In fact the NFL set it up this way.
They insisted that there be a clause in the deal letting Kroenke go to LA that the Chargers first and Raiders second would have the right to move.
This is WHAT they wanted.
Though if the Raiders end up moving the whole thing will backfire on them.
Maybe the Raiders end up in LA and the Chargers end up in Las Vegas.
