I do believe they thought McVay was the best match for Goff.
But I think the reasons they wanted McVay went way beyond Goff.
Demoff's criteria described what they were looking for in a person and leader. He specifically mentioned leadership and energy. From what I've read, it appears they feel that he embodies those qualities.
It went beyond Goff. Goff is the smaller picture.
