The Raiders were ALWAYS shooting for the city of Oakland. The city officials in Oakland want a divorce. Two more years and then the team will be officially evicted.
From a business standpoint, I understand why San Diego and the City of Oakland doesn't want to help pay for a stadium.
And from a business stand point, I understand why the NFL wants to move on from showcasing their product in a place that is worse than most college stadiums.
