My answer is they weren't good at drafting or developing players. I could've assembled the talent this team has in my sleep with all the draft picks we've had in the Snisher era. In other words, it's okay, but not winning record talent.
In a word?
2012-2015 it was a combination of not having a starting caliber qb once Bradford got injured and/or Foles melted down
AND
having extensively injured OLs or a very inexperienced OL or both.
As a rule you will not find examples of offenses that do well when they both (1) have extensive, disruptive OL injuries, AND (2) are starting back-up caliber qbs.
Unless you can think of examples of that.
How often in 2012-2015 did the Rams have BOTH a relatively healthy OL and a starting caliber qb? Counting Foles's 1st 4 games as meeting that, the math is this:
19 out of 64 games.
2016 is a whole different story though. That was a perfect storm of many different things.

In the Snisher era, injuries to Bradford and the OL were only a minor reason for their failure. I still say it's inadequate drafting, FA pickups and not developing players. The latter because either the players they drafted or picked up aren't good enough to develop or just plain lousy coaching. If lousy coaching, it's ALL on Fisher, but I'm inclined to think that the players just aren't that good. There's 2 blue chip players on the team as indicated by their All Pro status. These guys are all pros on any team regardless of coaching. Snisher just didn't get it done acquiring good players in the 5 years they were together.
