The problem is, that a draft policy and a record are not the same thing.
So the reasons for 4-12 in 2016 do not reduce to (to me imagined) bad drafting.
That's too reductionist and isn't really a full analysis.
You don't just look at a record and then go okay, who do I scapegoat for that.
You need to look at more than that and come up with a view that will survive close scrutiny.
Just saying that 4-12 reduces to bad drafting? That's not true in this case.
