Look, I'm not saying that I know for sure.
But, Fisher was hired first and HE had everything to do with the GM that was hired (Snead).
Clearly they were either equals on paper, or Fisher was slightly above Snead.
No doubt, Snead was responsible for player evaluations and for scouting other teams' players for FA acquisition.
But I think it is pretty clear that Fisher had complete control over personnel. He decided on the roster at every level, and he defined exactly what he was looking for in a player, and that included draft day decisions, which he always termed as a committee approach. Yeah, right. Who was on the "committee"? Did they vote? Of course not. The "committee" was for cover (lots of CEO's use the Board that way). Fisher likely chose (no doubt based on the evaluations that Snead's organization made, but also we find that Fisher went to workouts of guys he really liked, like Quick).
Then there is the issue that the player personnel department is in the midst of player evaluations. Perhaps if there is to be a GM change, it needed to happen after a new HC was found, to see if Snead and new HC could work together, or maybe even just for him to hang around until the player evaluation process was more or less completed.
It could be that Demoff and Kroenke believe the culprit was Fisher, and not Snead. And that Snead has done a reasonable job of finding players, but Fisher has neither developed these players nor used them properly.
