How exactly would that happen considering the more money the higher the tax bracket?

Basically teams with high state income taxes are at a huge disadvantage when bidding for a player that could take less yet still make more in states like Florida.
The cap need to be adjusted so teams like the Rams, Chargers, Niners, Raiders etc. have the same chance as teams in Florida or other states with no or low income taxes at singing players and keeping some sort of balance with the salary cap.
Basically have the salary cap adjusted to each states income tax levels. Like say the Rams get $180 mil cap and Jags get $160 mil cap for example.
