They should be hiring a Head Coach who will hire a good OC maybe who's system aligns with Goff's strengths, but most importantly who is good at developing young talent in his system. Part of that includes adapting his system to a player's strengths rather than trying to fit a round peg into a square hole.
The most important thing here though is the Head Coach, not Goff specifically. The great Head Coach will put the right people around him that gets the players in the best position to succeed. Maybe that coach figures out that Goff isn't going to be that guy and Mannion is, for instance. Kind of like how Harbaugh did with Kaepernick over Smith and Belichik did with Brady over Bledsoe and Carroll did with Wilson over Flynn. Just get the right leaders in place and the rest will follow. If Goff follows, great. If not, somebody else will.
