Here is my understanding of the FO relationships, FWIW.
Demoff doesn't make player personnel decisions. He is told by Fisher which players should be acquired or retained. Demoff then works out the contract details in the best possible format from the Rams pov. In this, he is outstanding.
Snead identifies the talent based upon the type or style of player Fisher desires. Then Fisher picks and chooses his favorites.
Fisher hires every single assistant coach. Fisher then coaches the variously acquired players in the manner he chooses, including overseeing the O philosophy to be followed.
See the common denominator? It seems foolish to blame Demoff and/or Snead for doing the exact things that Fisher has requested.
I, for one, have no problem assigning the blame for this O train wreck on Fisher. I don't see how it could be more obvious, frankly.
Demoff is doing a helluva job and is going nowhere.
Depending on Demoff's knowledge of the internals of the 5 years of draft picks, trades, and FA transactions, Snead will either be retained or sent packing with Fisher. I'm betting that Snead is here next year. I sense that it was Fisher behind too many of the choices that didn't work out. And it is clearly Fisher that has turned Gurley into a journeyman RB this year, just as a single glaring example. Certainly not Demoff or Snead.
