I think it's largely about his 'efficiency' as a receiver this year. I don't think anyone considers him as one of the top 5-10 WRs in the league. But just as an example- among the top 15 WRs in receiving yards (he's 12th) only one has caught a higher percentage of targets (Stefon Diggs of MIN) and he's tied for 3rd in yards/catch (15.8).
