This one to me is easy.
He is just not ready. Pre-season is of course not the season. He has all the symptoms of a player whose head is swimming and is just not in sync. He's pressing, he's thinking, he's struggling. Pure rookie stuff.
In terms of him being a possible 2nd rounder, the problem with saying that is, we really don't know how many 4th round picks over the years that's true of. So you take it at face value---4th round is 4th round.
One of the few 4th rounders to make a dent over the years was Hakim. He too was presumably a 2nd rounder who dropped because of off-the-field issues. And, he didn't do much as a rookie either.
