B-I-N-G-O100% agree. So, why did he tell fans and the media that Jared will start sooner than later when his intentions were to hold him back. Typical Jeff Fisher.

Fisher is lousy with QBs and Offense. McNair is the closest thing he ever had to a success at QB development, and it isn't much.
I have the feeling that it wouldn't matter who the OC is, Fisher will choose Offensive players in the draft who fit a certain criteria that he has. And history says his criteria does not equal a good offense.
I'd like to be wrong on this. I'd like it to be that like Shaw did with Vermiel, Kroenke says to Fisher that IF you want to remain as the HC of the Rams this is the OC you're going to hire, and you're going to turn the offense over to him, and the GM is going to get offensive players that fit this OC's criteria. But I don't think Fisher is Vermiel; he is too arrogant, proud and insecure (and rich) to allow such a thing. I think he'd walk.
I don't think that Fisher is playing games with Goff; and even if the reports are true that it was Kroenke who drove Fisher to take Goff and give up a bundle to do it, I don't think Fisher would openly defy Kroenke and intentionally hold Goff down. He is too much of a politically correct team and league guy to do that. Rather I think Fisher sincerely thinks that the best outcome is for Goff to never play a down in the 2016 season. Rather, it needs to be the old NFL way of drafting a QB and having them hold a clipboard for at least a year, and maybe more (again, McNair).
The problem is that Fisher is so certain that he is God's gift to football coaching, and that he knows all there is to know, and that no one else can make better coaching judgments than himself, that I just don't think he's open to changing or to outside influences. Any OC he hires has to be nothing more than a facilitator of Fisher's offensive philosophy and therein lies the basic problem.
The other side of the coin is that if Fisher still wants to coach after this season, and he essentially is an unmitigated failure with the Rams, who is going to hire him? It's not like he has a sterling track record, Pre-Rams, to stand on.
Bottom line; Fisher has to go or this team shall remain in a cocoon and never metamorphose into a true playoff contender.
