He said that (and qualified it on his show) because the bye week is the time where they get
all of the backups extra reps. It doesn't surprise me that Keenum doesn't really need the reps, because he's got the offense down and already has somewhat of a chemistry with the receivers. But yeah, this is the time where they do all the self-scouting and get the reserve guys more reps with their respective units.
Never know, though. If Goff 'wows' everyone with these reps with the first team, it might be enough to give him a shot.
Obviously they liked Goff, which is why they traded a ton to get him. In the beginning he had a lot to learn. This was a good test to see how much he has learned. If he's learned enough, then they could play him.
