Fisher should be starting Goff regardless of the outcome on Sunday.
Getting him in after the bye is the smoothest and best transition.
No doubt Goff having the bye week to study all the self scouting with the offensive coaches and being able to take all the first team reps for Carolina would seem to be the most logical way to hand him the starting reins.
I honestly can't imagine it happening if the Rams beat the Giants in London.
