Because he said they thought it would work. Lotta teams don't convert first downs in this league, and that happens on a weekly basis. Having failed to do it before that punt doesn't mean they wouldn't (or couldn't) do it on the next series. They did have 23 first downs in that game before that all transpired, after all.
