They made plays downfield when behind against Tampa and Arizona.
They were designed plays. But unless I am misreading you, they actually have done what you say they haven't.
But not many qbs can or do throw deep against tight coverage. That's why if you look at qbs throughout the league, the highest you get in terms of percentage of attempts for throws of 31 yards or more is like 6% or 7% of total attempts, and even then a 50% completion rate is rare and stellar.
What Keenum absolutely cannot do is rifle in 12-25 yarders in tight windows. Maybe that's what you mean.
