I say "no". He doesn't have to, and there's no advantage in doing so. Therefore, I wouldn't be surprised if Goff starts today versus the Bills. There've been comments suggesting that Fisher would "lose the team" if he supplanted Keenum while he's been winning. Buuuuuttttt-- I don't buy it. Goff was selected no#1 for a reason and everyone knows he will be the Rams' QB going into the future (at least until he crashes and burns). Keenum, by all reports, is a great guy and team player and natural leader; but he's not the Rams franchise QB. Goff is. When Goff's ready, he starts.
