All the Fox broadcasting team and Mike Pereira (NFL consultant) agreed it was not an in bounds catch-as did the referees when they reviewed the play. Something about a "natural step" means the heel has to also come down inside the line as opposed to the intentional tapping of the toes. I don't know-maybe I got that wrong but everyone agreed it was not a catch.
