They are completely keying on the Rams RB's and the short zones, with no regard at all for the downfield passing game.
You can't compare that with what the Falcons do given the best thing the Falcons do on offense is throw it downfield. There's all sorts of space in the short zone for the Falcons that teams aren't allowing the Rams.
