Even in a vacuum, you're wrong here.
And situationally having a 50-50 shot to make it virtually impossible for Tampa to win is a decent risk because even if it fails it's still a very difficult comeback. Time on the clock factors in, so does how your own running game is working, and your defense, the other team's offense, the momentum, many things.
Maybe if you looked at those things you could have a better picture in your mind about why he took the risk.
IMO it was worth the shot.
