What I heard on the local news is there were two different sellers of PSL's, the Rams, and later Fans inc. I understood the difference is those PSL's sold by the Rams are the ones that are still owned by those who bought from the Rams.
Fans inc. PSL's were sold under a different set of rules, those are the ones the judge said owners will get refunds. The PSL's sold by the Rams apparently are still owned by those PSL owners, and can be used to purchase tickets in LA, or sold to any buyer without any remuneration to the Rams.
Of course this is all still to be decided even though a judge has decided. I'm sure the losing party (Rams) will appeal.
If the present PSL owners do prevail, it'd probably be better (if a person can do it financially) to hold on to it until Kroenke-Land is completed. Just like the owner of the Rams did with the move, the value of a PSL will end up maybe 10x, probably more.
