I've wondered about this myself. But while I believe them when they say they're not rushing Goff I also don't believe they're going to just have him rot in the background all year. If they want him to start sometime this year they must have a proactive plan for what kind of work he gets in practice, after practice, etc. That of course has to start with him at least becoming the #2 sooner than later.
