It's more how they are perceived. Lynch and Wentz were major projects coming in while Goff was the most NFL ready of the group. Maybe in the whole draft. Now the perceptions have been turned on their heads. Not a complaint or an expression of concern over Goff. Just an observation of how views can evolve once young players get in an NFL setting.
