Just like Goff isn't yet. If he was killing it then he would "be ready", but like McNair he is on a learning curve but also like McNair clearly can play at this level given time and some seasoning.
I hope he is capable of starting early on in the season, I'm just raising the possibility that Fisher may not play him full time until next year. It's plausible, though not probable.
