Yes, it's better to have a plan than to not have a plan. But, I think Fisher's plan with Goff is deserving of scrutiny and probably criticism. If Keenum isn't the future and they want Goff ready as soon as possible, they need to be giving him ALL the reps and snaps he can handle. Limiting him in any way during training camp and the preseason is a waste.
If Goff, even at this early stage, can't handle being even a game manager, which Keenum will likely be in his "we can win now" role, then Goff didn't really warrant all the hype and cost.
