That's what UDFA positions are for. Let a guy develop on the practice squad or bottom of the roster. You don't spend a 1 or a 2 on a guy that can't play at a high level for a couple years. You're just wasting roster space, reps, and if the player finally turns it around in year 3 or 4, they they get a huge pay bump or they walk. To manage the cap you have to have guys that are cheap and can play right away - most of your money is going to your core of 'stars' - if you're lucky and smart enough to have some who are worth top dollar.
