They already have done it and that was without all the pieces on offense.
In 2014, they were 18th in passing play percentage (58.73%)
In 2013, Rams were 24th (56%),
In 2012, Rams were 13th (59%),
IMO they wouldn't have favored Goff of all their qb choices this year if they were adverse to throwing. Goff's key strengths as a player all have to do with giving you an emphatically good passing game. In fact if he develops as expected Goff ought to be absolutely deadly in a play action offense, and that's whether or not (in my opinion) they ever end up with a top 20 in the league level receiver.

I care about this issue: Can they, and Will they have,
an effective multi-range passing game,
that threatens all parts of the field,
and is good in the redzone,
and in the clutch.
Ya know. Can they, Will they...do 'that'.
So far Fisher has not built a team that can/will do that.
But this is year five. A whole new year, with a new QB, and some new weapons,
and they all start out healthy

You ought to care about it...it's a meaningful stat. It tells you a lot. (Don't dismiss people's work.
). When used well stats can give you clearer pictures of realities. For example, it's meaningful to answer the question "will they throw the ball much?" to point out they already have done it.
When the Rams have a qb they have been good to very good in the redzone. In 2012/early 2013 they were among the 2-3 best teams in the league in the redzone when it came to TD percentage. They were around 50% on attempts.
They have had a decent passing game before without the players and with injuries. I take that as indicating that when they do have they players they will be even better at it.
Will they have an effective multi-range passing game? Rams are among the top third in the league in taking shots with long passes and that was without the qb.
"In the clutch" is a very different kind of question. It's a "change the subject" kind of question. The issue going in the posts I responded to here was do they throw the ball. I provided numbers showing it's a myth that they are adverse to it.
Now the new issue is, will they be clutch? And that's hard to answer because it depends on the players. For example they HAVE been that...when then had a starting caliber qb from 2012-early 2013, the Rams had 5 comeback wins in 23 games (though actually one was a tie). So we know they know how to do it at the coaching level...the question is whether they have the qb who has that in him (not all do. IMO Wilson does, for example, and Rodgers doesn't.)
That's up to Goff and certainly bears watching. It's one of the most important things to me in football---is your team clutch? I always ask that.
