On the one hand he appears to have seen only one practice, and evidently not one of Goff's better ones. So not a large sample, as Florida Ram says.
On the other hand, he also talked to other players and Rams' organization and lists support for his opinion. So it looks like he was thorough in the time that he had.
Brooks was very pro-Goff at draft time, so he has no reason to be biased against him now. Maybe he came away a bit disappointed that Goff wasn't tearing it up and making him look good on his earlier opinion.
I like to post and read things that challenge my own opinion. Keeps it real.
But I won't make up my own mind until I see Goff playing in several preseason games. And even then, preseason is a limited test.

Seems imminently reasonable to me.
Camp reports indicate that Goff is progressing with each practice, despite GW constantly using a sophisticated D against him.
Goff will "get there" at some point, no doubt. It's just a question of when.
Meanwhile, Fisher has the luxury of having an experienced (and winning) Ram QB in Keenum while Goff is developing.
A pretty danged smart position, if you ask me.
We can win now with Keenum and later with Goff. What's not to like about those options?
