At first, sure. A bit. Maybe.
But at the same time, Keenum has 4 years in the league, and 15 starts.
He's not a franchise qb but I think he may be the best #2 the Rams have had in years (largely because of unique intangibles)...AND he's just a placeholder.
That puts it on Goff to be the rookie qb, but then, that's not a rare thing in the NFL...a couple or more rookie qbs start every year in the league nowadays, it seems.
Including, for the Rams, Bradford and before that Everett (I don't count Warner as a rookie for a lot of obvious reasons).
